NHRC had asked the State Government to pay Rs 5 lakh each as compensation to the families of all these 34 victims, said a credible source.
However, as the State Government did not compensate even after NHRC’s recommendation, the Supreme Court recently directed the State Government to hand over the compensation amount along with a fine of Rs 50 thousand each for the delay.
However, to the surprise of some families, names of six victims were found omitted from the list of victims whose families are to be compensated, said the source.
Of the six victims, names of four victims have been identified so far while names of two others are yet to be ascertained.
Of these four identified victims, Sagolsem Anand (20) s/o Menjor of Mayang Imphal Maibam Konjin, Kshetrimayum Sanjit alias Thoi (25) s/o Jiten of Kakwa Naorem Leikai and Lourembam Yaiphaba alias Sakhaiton (22) were killed together by a combined team of Imphal West district police commandos and 12 Maratha Light Infantry near Hiyangthang Tarahei Awang Leikai Water Supply on April 29, 2009.
It may be mentioned that the Government ordered a Magisterial inquiry to probe their deaths.
On April 13, 2015, NHRC directed the State Government to compensate Rs 5 lakh each to the families of all these killings.
The fourth victim had been identified as Thounaojam Iboyaima alias Suresh (42) of Uripok Bachaspati Leikai, staying at 7th MR family quarters. He was killed by a combined team of Manipur police commandos and 16 Assam Rifles in November 2008 at Khonglong. Apart from probing the incident through a Magistrial inquiry, NHRC also took up a case regarding Iboyaima’s death.
On May 28, 2014, NHRC recommended the Government to compensate his family Rs 5 lakh.
Apart from these four persons, names of the two other remaining victims were also included in the list who were to be compensated. However, names of these six persons had been omitted for the reasons best known to the Government, said the source.
