Transport directorate designates ‘No Horn Zone’

IMPHAL: With an aim to prevent public nuisance in and around important public places, state transport directorate has issued an order designating certain areas as “No Horn Zone”.

On Thursday, director of transport H Rosita issued a notification declaring certain junctions/areas/important road stretches of the state as “No Horn Zone” under Rule
119 (1) (2) and CMV (Second Amendment) Rules, 2016 of the Central Motor Vehicles
Rules, 1989.

Accordingly, use of gas horns or any kind of multitoned horns capable of giving a succession of different notes or an unduly harsh, shrill, loud or alarming noise has been prohibited in public places. Any driver offending the said traffic rules shall be dealt under the provisions of
MV Act and Rules and shall be punishable under section 177 and 184 of the MV Act, 1988 which includes fine and jail term.

According to the notification, the “No Horn Zone” areas include the stretch from southern gate of 1st MR Complex near Kalimai Mandir to Raj Bhawan main gate along NH-2; from Raj
Bhawan main gate to Keishampat traffic junction; from main gate of Raj Bhawan to North AOC along NH- 2; from northern side of CM Bungalow from GPO traffic junction to Palace Gate; in front of Manipur High Court Complex, Sangakpham; in front of Manipur legislative
Assembly, Chingmeirong; in front of Cheirap court complex, Uripok; in and around Imphal West DC office/ court complex, Lamphelpat; in and around hospitals; and in and around educational institutions and establishments.
