Speaking at the function as Chief Guest, he said, “Today is a remarkable day in the history of administration of justice in the State as anyone from anywhere can access every detail of cases before the courts through the new information system.”
He pointed out it is necessary that the access to justice should reach out to the hill districts of the State, and assured that the government would not interfere in the work of Judiciary. Taking a serious note on the increasing number of cases of mob action in the State, N Biren said, “If we continue to allow mob action to happen, the Rule of Law has no meaning in the State.”
A collective effort is needed so that we can curb such evil practice of mob action, he added. Announcing that a judicial academy of the state would be established in Pangei, he said that the government has also decided to open five full time Family Courts for Imphal East, Thoubal, Bishnupur, Churachandpur and Senapati districts. He further maintained that the State government would pursue the Centre for the required infrastructural development and for increasing manpower such as appointment of judges of the Courts. He said that new courts will be opened for which 40 posts have already been created.
Meantime the Chief Minister has called on unified command meeting to discuss the recent bomb ambush at security forces along Moreh line. Speaking to the media at the sidelines of the function, he said there is high suspicion of conspiracy to sabotage the ‘Act East Policy’ behind the ambush. The CM further said he has been invited to attain last rites of the eight tribal “martyrs” to be held tomorrow at Churachandpur. But whether he will attend or not will be decided after the unified command meeting.
Addressing the gathering, chief justice of High Court of Manipur, Rakesh Ranjan Prasad said that the ideal goal of Case Information System (CIS) is to have a paperless court so that anybody and everybody can access through internet and get information on the orders passed, progress and status of the pending cases. He stressed that such step would enhance the access to justice to all. In his speech, Supreme Court of India, Justice Madan B Lokur said that such initiative would improve the services of judiciary such as transparency in the entire functioning of the court, accountability of judicial officers and to know the case management.
With the CIS National Judicial Data Grid, judiciary could deliver faster and cheaper justice to the people, he added. Lokur further said that a mobile application will be launched soon so that people can easily access the status of the cases through their mobile phones. He pointed out, “For Manipur, Rs 4.75 crores has been sanctioned for the purchase of necessary hardwares and to develop manpower to meet the local needs. He requested the state government to set up a Law Commission for Manipur.
Minister for Law and Legislative Affairs, L Jayantakumar Singh, Justice N Kotiswar Singh – Judge High Court of Manipur, Justice Kh. Nobin Singh – Judge High Court of Manipur, Senior Advocates, Members of Bar Council of Manipur and officials of High Court of Manipur attended the function. During the function, a demonstration on the usage of the Case Information System (CIS) through the website of High Court of Manipur was presented.
