State govt. directives to enhance JNNURM

IMPHAL, April 7: The State government has recently given strong directives to the concerned implementing agencies and departments for enhancing the progress of the works undertaken under the Mission City-Imphal and Non Mission Cities under Jawarharlal Nehru National Urban Renewal Mission (JNNURM).

The official directives was given accordingly with the findings of the recently held review meeting of higher state officials and it has been found that, the physical progress under JNNURM under Mission City Imphal and other components is not satisfactory and the said meeting has also observed that, the information given by the state contains financial details without the outcome, i.e. physical performance. stated the needs to implement the programme effectively to improve the quality of life to the slum dwellers, population living in cities and towns of Manipur.

It may be mentioned that, two components of the JNNURM projects are being implemented in the state which includes Mission City-Imphal and Non-Mission Cities with an allocation of Rs.89.65 crores since 2007-08.

Under the Mission City-Imphal, the state government has already implemented Urban Infrastructure & Governance, (UIG) and Basic Service to Urban Poor (BSUP) and under Non Mission various projects like Urban Infrastructure Development for Small & Medium Towns (UIDSSMT) and Integrated Housing & Slum Development Programme (IHSDP) have been implemented.

Further under the mission the Detail Project Report (DPR) for Urban Infrastructure & Governance (UIG) for the solid waste Management for Imphal city was approved by the minsitry of Urban Development (MoUD), Government of India at a total project cost of Rs.25.80 crores.

The first installment of central share, amounting to Rs.5.80 crores was released during 2007-08.
Land acquisition at Lamdeng is completed while ground development and fencing is underway. One D50 Bull Dozer and 5 numbers of TATA 407 tippers were purchased which was followed by the purchase of truck mounted vacuum road sweeping machine, cesspool emptier, mobile toilet van, dumper placer container etc and all the machineries are in service at the moment according to the official report submitted to the state government.

The official reports also mentioned that the Detail Project Report for improvement of Nambul River and Naga Nullah under `Preservation of water Bodies`™ was approved at a cost of Rs.25.64 crores in the year 2008-09, the first installment of ACA, amounting to Rs.5.77 crores was released, further under the JNNURM stimulus package of the MoUD, a sum of Rs.6.75 crores have been approved for procurement of 25 semi-low floor buses at the rate of Rs.27 lakhs each for improving the traffic condition of Imphal city and Rs.3.04 crores was released as first installment, the official report added.

It is also highlighted that, under the sub-Mission II, Basic Service to Urban Poor, (BSUP) the Detail Project Report (DPR) for Imphal City, which envisaged provision of 1250 houses for urban poor along with infrastructure is approved by the ministry of Housing & Urban Poverty Alleviation (MoHUPA), Government of India. The total project cost is Rs.51.23 crores. Rs.10.97 crores was released to the state government in July 2009 as first installment of GOI share.

On the other hand in order to have proper implementation of the projects under JNNURM state government has already enacted of Public Disclosure Law since February, 1, 2009, but the failure of the state government to implement various components of mission as directed by the Centre including setting up of E-Governance, Shift to Accrual based Double Accounting, Property tax, 100% Cost Recovery in Water Supply/ Sold Waste, Internal Earmarking of Funds for Services to Urban Poor, provision of basic services to Urban poor, Instruction of property Title Certificate System in ULBs, Revision of Building Bye law streamlining the Approval process, revision of building Bye-laws to mae rain water harvesting mandatory, simplification of legal & Procedural framework for conversion of agricultural land for no-agricultural purposes, introduction of computerized process of Registration of land and Property, encouraging Public and Private Participation etc. has led to total disorder in implementation of different projects under JNNURM in the state at present, the official report observed.

The official report also expressed concerned and apprehension that, implementations of the newly enacted projects including six water supply sector at Thoubal, Kakching, Jiribam, Moirang, Bishnupur and Mayang and Integrated Housing & Slum Development Programme (IHSDP), schemes for town of Thoubal, Jirbam and Moirang which have been approved so far happens to go on with the existing systems of implementations there is an high expectation on possibilities to maintain the target of the completion of the mentioned schemes, the official report observed.
