State government apprehensive of NLCPR funding lapse; demands early UC submission from depts. concern

IMPHAL, November 11: With growing apprehension of seizure of the projects undertaken by various state departments under the Non Lapsable Central Pool of Resources, the state government has instructed all concerned departments to submit Utilization Certificates of projects at the earliest and has further decided to convene a meeting on November 14.

According to an official source, the meeting will be held at the conference hall of the old Secretariat and will further discuss the status of all NLCPR projects in the state including the Utilization Certificates pending with major departments including power, PWD, PHED, health, MI, education (U), YAS.

The PWD and power department have the most pending UCs among the departments with the PWD yet to submit UCs for eight projects while the power department is yet to submit UCs of six projects for the current financial year, the source further informed.

It has further informed that the projects for which utilization certificates are still pending include modernization of Kakching Ithai Maru canal under MI; ST & D-construction of 33 KV D/C line from Leimakhong to Iroishemba, construction of 33/11 KV, power sub-station at Singhat, installation of 1/3.15 MVA 33 KV sub-station at Tousem, 2/1 MVA 33 KV sub-station at Thanlon, installation of 33/11 KV sub-station at Willong, installation of 2/12.5 MVA, 132 KV sub-station along with the associated 132 KV line related at Chandel under the power department.

Further according to the source, the PWD has yet to submit Utilization Certificates for construction of suspension bridge at Tamenglong/Haflong road, construction of bridge over Imphal River at Kyamgei Mang mapa, construction of bridge over Khuga River at Kumbi, improvement of Jiri-Tipaimukh road, construction of bridge over Jaduki River on Tamei-Kuilong road, construction of bridge over Layii River on Kharasom Lazo to Layii road, construction of bridge over Iril River at Keirao Litan Makhong and construction of bridge over Thoubal River at Thoubal Mathak leikai Keirambi.

The department of YAS has still to submit Utilization Certificates of the establishment of National Sports Academy, Khuman Lampak, construction of district sports complex at Ukhrul while the health department has yet to submit the UCs of construction and equipping of 50 bedded district hospital at Ukhrul, upgradation and equipping of 480 bedded JNIMS and construction of Dharmasala at RIMS complex, the source further added.  

The total cost of all the projects under the NLCPR whose UCs are yet to be submitted amounts to Rs 145.33 crores and the centre has already released Rs 93.33 crores to start the implementation of the projects, the source added.

The government is apprehensive that the centre will upheld the funding of the projects in case of failure to submit the Utilization Certificates at the earliest, and as such the government is eager to convene the said meeting on November 14, the source added.
