State government signs MoU assuring of separate Jiribam district

IMPHAL, November 9: The Jiribam District Demand Committee (JDDC) has decided to suspend all forms of agitations with immediate effect following a written commitment from the government to upgrade Jiribam revenue sub-division into a full fledged district at an early date during a meeting held this afternoon at the Chief Minister’s Bungalow.

The meeting was held this evening as the government and the JDDC had failed to bring any amicable solution to the Jiribam districthood demand in an earlier meeting held yesterday.

A marathon meeting in this regard was organize since yesterday with representatives of the JDDC along with various civil bodies including NIPCO, AMUCO, IPSA, CLP, UPF and the Chief Minister of Manipur. Finally a memorandum of understanding was signed between the JDDC with the government today.

The term of agreement upon which the JDDC agreed to lift its total bandh was the written assurance in the memorandum from the government of Manipur agreeing to upgrade Jiribam Revenue Sub-Division into a full-fledged revenue district at an early date after submission of the report of the district Re-organisation and police boundary committee.

The government has also given other commitments on issues concerning the sub-division including the opening of Science stream in the Aided Jiribam College from the next session and other necessary infrastructures including human resource.

It also assured to create sufficient number of posts in other departments of the college to fulfill the norms of the UGC and Manipur University and necessary orders in this regard will be issued within November 2011.

Other assurances from the government include upgradation of the government Borobekra High School into a higher secondary school.

Further the state government gave its commitment to upgrade the existing Borobekra Revenue circle into a Revenue Sub-division along with a block division including posting of an SDPO for which the necessary orders will be issued within November, 2011, it asserted.

Moreover, the government gave its commitment to transfer all legally permissible powers of the deputy commissioner to the Additional Deputy commissioner, Jiribam in respect of Jiribam including funds for MGNREGS and take initiations to open sub-offices of the various departments in Jiribam for better delivery of services to the people.

It also assured to withdraw the cases lodged against Kh. Rajkumar, who is on fast unto death demanding a full-fledged district for Jiribam and he shall be released forthwith on his discontinuance of fast.

The MoU has also committed to the construction of a library building with funding from the Raja Ram Mohon Roy Library Foundation, Kolkata.

While speaking to media persons after the meeting with the government the JDDC convenor, M Maipaksana Mangang, disclosed that the government has given assurance to declare Jiribam into a full fledged district after the election.

He clarified that the agitations of the JDDC is suspended temporarily and warned to resume its agitation in a stronger volume with the help of various CSOs in the state in the event of failure from the part of the government to materialize its assurance.

The meet was also attended by the local MLA and law minister, Th. Debendra, Consumer Affairs, Food and Public Distribution-minister N. Biren.

The general secretary of IPSA, Johnson, said that the CSOs operating in the state has assisted in resolving the stalemate of SHDDC and JDDC.

He further informed that they will also send an open invitation to the United Naga Council (UNC) to resolve the issue and sought co-operation from the government and the public for the endeavour taken up in the interest of the public.
