IMPHAL, December 10: Certain irregularities have been found in the promotional DPC of 16 Manipur Finance Service (MFS) officers held on December 7 at the office chamber of state chief secretary.
According to a highly placed official source, 10 MFS grade-II officers from economics and statistics department and another six MFS grade-II officers from planning department appeared the DPC for promotion to grade-I which was chaired by state chief secretary DS Poonia.
Rakesh Ranjan, commissioner (finance) and Binod Kishpota, commissioner (home and DP) were the DPC members, the source added.
Moreover, the appointment of those 16 MFS officers was made against the rules of Manipur Public Service Commission by amending the Manipur Finance Service Rules, 1998 on August 9, 2011.
The appointment of 10 MFS officers from economics and statistics department was made on December 12, 2011 while six other MFS officers from planning department were appointed on September 24, 2011.
The newly appointed officers have superseded all other senior MFS officers and appeared the DPC which is currently under process. Notably, the annual confidential report (ACR) of those 16 fresh officers was prepared on December 6 on the eve of the DPC, the source added.
It may be mentioned that the seniority list of 17 MFS grade-II officers was made on April 4, 2007. The enlisted officers have already faced the departmental examination for promotion to grade-I, but the result has been kept withheld till date.
Many senior MFS officers are disappointed over the conduct of state chief secretary who has taken in fresh officers for promotion by violating all the existing norms.
