State to take legal action against AR`s illegal Key Location Plan

IMPHAL, February 21: The state cabinet has decided to initiate a criminal case against the setting up of Key Location Plans (KLP) of Assam Rifles for illegally occupying 160.534 acres of land at Village 95 in Moreh and 247.59 acres at Village 103 in Mattarock at Churachandpur.

Moirangthem Okendro, spokesperson of the government, while briefing the media at his chamber said: “The Key Location Plan (KLP) of Assam Rifles has no allotment from the state government but the area is under the forest department. It came to our knowledge when the area was approached for a neutralising process. It was sold and bought without consent and approval of the state government. Such land cannot be sold so the government will initiate legal action against the seller and buyer under due process of law. The land was sold by using a fake name, Doujaopao Haokip, to Assam Rifles. There is no provision for acquisition of government Khas land by any person under the MLR and LR Act. Similarly, in the case of Village no. 103 of Matarok, the governemt’s Khas land about 24.59 Acres were sold by, Hentinsong, with a fake land record to the Assam rifle for the Key Location Plan (KLP).”

Meanwhile, the state cabinet has approved the establishment of a self-financing private university in the state under the name of Rajiv Gandhi National University.

“Students in the state can now undergo their higher studies in the state. The UGC has also granted permission for setting up the private university. The matter will be discussed on the coming Assembly session Manipur is the only state that has no private university. Other NE states already have privates universities,” Moirangthem Okendro, also the education minister said.   

The cabinet has also discussed the regularisation of grant of the higher scale of Pay (Qualification Scale) to 1611 teachers who were granted higher scale of pay against the rule. The cabinet acknowledged that the then director and officials of time created the problem without the consent of finances department. It persisted for 40 years from 1966 to 1996.

The state cabinet has directed to constitute a committee to look after the matter with the additional Chief Secretary Finance, Principal Secretary Education, DP Secretary, Law Secretary as members of the committee.
