Scrutiny for Outer seat over, all ten candidates approved

IMPHAL, March 24: The returning officer of the outer Manipur Constituency T Ranjit Singh, deputy commissioner of Thoubal, announced the approval of all the ten candidates for the upcoming 16 Lok Sabha elections for the Schedule Tribe reserved Outer Manipur Constituency in his conference hall after scrutinising their nominations. However, the returning officer declined to let Lamlalmoi Gangte contest the polls as a CPI (ML) candidate as he couldn’t submit the approval letter of his candidature from the party president. He will now contest the polls as an independent candidate.

The candidates belonging to major national parties who have been approved to contest from the outer parliamentary constituency are Thangso Baite of the Congress, BJP’s Gangmumei Kamei and NCP’s Chungkhokai Doungel. Among state recognized parties, Kim Gangte of the All India Trinamool Congress and NPF’s Soso Lorho are in the fray. Janata Dal(U)’s Lamminlien Gangte and M Khamchin pao Zou of AAP are representing registered unrecognized parties. Mani Charanmei, Amarson Samkhil and Lamlalmoi Gangte are contesting the election as independent candidates. The RO convened a meeting in his conference hall in which he informed the candidates that the last date for withdrawing their nomination is on March 26 and the symbols and serial numbers of the candidates will be finalized on that day.

He also stated that altogether 894837 people will cast their votes for the outer constituency seat at the Lok Sabha polls. 440919 voters are males and 453918 are female voters, the RO informed the media on Monday.

In a press meet at the RO’s office, he said that the outer parliamentary constituency comprises of 20 segments from the hill districts, seven assembly segments from Thoubal District and Jiribam of Imphal –East in the valley totaling 28 assembly constituencies.

1415 polling stations will be opened for the outer parliamentary seat polls. In every polling station, 5 personnel including the presiding officer will be on duty. Nine paramilitary forces company are going to be deployed for providing security during the outer parliamentary constituency polls and they will be assisted by state police forces.

The RO informed the media that as per the report of the SP of Thoubal, there are 16 high sensitive polling stations, 196 sensitive stations, forty normal polling stations in the seven assembly segments of the district.

wo general observers, an expenditure observer and a police observer are in the state already to take stock of the conduct of the elections. Other observers engaged in other activities have begun their jobs already.

The RO asked for the people’s support in conducting the elections without any disturbances and appealed them to cast their vote without any fear and help democracy to flourish.

Meanwhile, AAP called a press conference at the Manipur Press Club attended by its Outer candidate Khamchinpau Zou.

Speaking to media persons, the candidate elaborated on his entering politics and why he chose the party.

He said he was encouraged into joining politics by the movement initiated by Anna Hazare and Arvind Kejriwal.

“The AAP is not just a political party, but it is a social reformist activism.”

According to Khamchinpau Zou he completed his post graduate from Delhi University and has been politically active even during his student life.

He had remained the president of the Mongoloid Forum Delhi way back in 1993.

In his first press conference following acceptance of his nomination, Khamchinpau Zou called upon the government employees especially the police personnel against demanding money from the common man.

He lamented how can the government charge money from the public for electricity without the installation of electric meters; and why more than 79 percent of the valley people have to depend on ponds, rivers and other natural sources for potable water.

All this maladies can be solved once the people decide to fight it unitedly, he commented.
