IMPHAL April 15: The International Peace and Social Advancement (IPSA) has said in a press release that the 16th Dark Day Observation will be held on April 27 at 9 am at the Iboyaima Sumang-Lila Shanglen in remembrance of those who had sacrificed their lives during the 1891 Anglo Manipur War.
IPSA appeals to all organisation to withhold all kinds of entertainment on the said day.
