State BJP for MHR Commission revival

IMPHAL, June 13: The Bharatiya Janata Party, Manipur Pradesh has stated that the Parliament of India has enacted the Protection of Human Rights Act, 1993 in recognition to the International Covenant on Civil and Political Rights and also pursuant to United Nation General Assembly Resolution and in order to have an effective method of dealing with the administration of Justice in all issues relating to Human Rights in a greater accountability andtransparent manner, the state unit has summited a memorandum to the Union Home Minister, Rajnath Singh, who is also the national president of the party, according to a statement.

The BJP has stated that Under the Protection of Human Rights Act, 1993, a Human Right Commission has been established in every states of India. However, the commission has remained defunct w.e.f., May 9, 2010 due to non-appointment of its Chairman, Member, etc, in the State of Manipur. Despite the then Gauhati High Court vide a judgement dated October 19 passed in PIL No. 15 of 2010 directed the State of Manipur to constitute the Manipur Human Right Commission as expeditiously as possible and within a period of 4 months from the date of receipt of a copy of the order, no commission constituted by taking a plea that there is no person qualified/eligible for appointment as chairman/Member in the state, it said.

In the release, it has been pointed out that there are persons who can be appointed as Chairman, Manipur Human Right Commission who are the retired Supreme Court Judge or retired Chief Justice of a High Court in India and abundant retired Judge High Court, Retired, District and Session Judge and Social Worker are available for other members. The Commission can even start its functioning even without the Chairman in public interest, it said.

It further stated that it is a well-known fact that Manipur is a terrorist infested area and there are several complaints of violation of Human Rights, including the cases of enforced disappearance of many people by unknown armed personnel alleged to be the Security Force People or Terrorist elements. It seems that the ,State is not willing and not ready to constitute or install the State Human Right Commission, it said.

Let the State of Manipur be forced to constitute of the HRC immediately and said that the issue be included in the 100 days program of the present NDA Government led by Narendar Damodar Das Modi said the president of BJP, Manipur unit in the memorandum, according to the relesase.
