Cop’s deposition in Robinhood inquiry commission from today

IMPHAL, December 13: Deposition of police personnel before the Commission of Inquiry constituted by the government following the death of Sapam Robonhood who was killed in police action in a protest staged demanding introduction of Inner Line Permit System in the State, will be started from tomorrow.

The Commission of Inquiry is headed by Justice M Binoykumar.

Reports said altogether 13 affidavits from the side of police including one from the Investigation Officer (Porompat Police Station) of the death case had been submitted to the commission.

As for the first time following the death of Robinhood which witnessed uproar from many sections, Porompat Police Station registered a suo-moto case under FIR No 205 (7) 2015 PRT PS U/S 147/148/149/353 IPC and 7 Criminal Law Amendment Act.

The reports said deposition of the Investigation Officer before the commission had performed on November 23 last.

Mention may be made that there is only 41 days left for the Inquiry Commission to submit its report to the government.

It may also be recalled here that though the commission had claimed that a learned counsel was informed about the IO’s deposition, representatives of the JAC formed against the killing of the student were not able to take part in the deposition due to alleged miscommunication with the counsel.

The IO’s deposition before the Commission was held based on the affidavit submitted by him.

The JAC had urged Director General of Police (DGP) to register a fresh case as sections related to the Robinhood’s killing were not included into the suo-moto case registered by the police.

However, no response was given by the DGP to the JAC despite passing four months, compelling to file a writ petition in the High Court of Manipur.

Following furore from many sections of the public over the killing of the young student, a State Cabinet meeting had decided to institute a judicial inquiry into the killing.

As per an order issued by the Principal Secretary (Home), Government of Manipur on November 17 last, the time for submission of report by the Commission to the government was extended by three months starting from October 25 last.
