ATSUM demands proper ST quota in Assembly secretariat

Imphal, April 18: Legislative assembly secretariat, a hub of making ‘the rule of law’ is expected to be clean and transparent as it is one of the most important functionaries wherein the voice of the people are addressed and heard through our elected legislators said the press released from ATSUM.

It further mentioned that on June 20, 1992 the then president of India, VV Giri in exercise of the power conferred by Article 371C of the constitution made with respect to the state of Manipur had incorporated the Manipur legislative Assembly (Hill Areas Committee) in the best interest of the tribals residing in the Hill Areas.

For instance, we have the Chairman, Vice Chairman and Deputy Speaker who are vested with certain powers and functions to safeguard the interest of the people of the Hill Areas, it said.

However, it is pathetic to describe that the assembly secretariat has turned out to be a hub of exploitation and discrimination void of any fundamental rights, it said.

For decades now, no reservation quantum for ST or adherence to either 100 points or 200 points roster have been maintained resulting to microscopic number of tribal employees in this secretariat.

In this regard a memorandum had been submitted to the speaker, Manipur legislative Assembly on July 22, 2014 requesting him to ascertain the total number of backlog post of different grades and also to conduct a special recruitment drive for ST added the released.

Whereas, to poise an equilibrium in reservation policy and its implementations, the All Tribal students’ Union Manipur (ATSUM) will be compelled to prevent from conducting the scheduled interview for the post of committee officer fixed for April 19 until and unless all the backlog posts of different grades are duly ascertained and filled by the tribals.

To this end ATSUM feels constrained to issue this press communiqué for cancellation of the proposed interview.
