CBI’s charge sheet against former RIMS officials Court fixes hearing from June 13

IMPHAL, Apr 29: The Court of Special Judge (PC) Imphal West has today fixed June 13 for hearing the charge-sheet submitted by the Anti-Corruption Bureau of Central Bureau of Investigation (CBI) against three former Directors of and a former Head of Department, Radiotherapy, RIMS in connection with alleged fund misappropriation.

The charge sheet was submitted against former Director of RIMS Dr Lallukhum Fimate of Langol near Shija Hospital, former Head of Radiotherapy Department, RIMS, Dr Thoudam Tomcha of Khabam Lamkhai, former Director of RIMS Professor Sinam Sekharjit of Singjamei Chingamathak, Pishum Leirak, former Director, RIMS Shahid Hussain presently staying in Saudi Arabia, Amandeep Sethi, Managing Director, Kirloskar Tech Private Limited, Noida Uttar Pradesh and M/S MDS Nordion of Canada through its CEO Scott Macintosh through Best Theratronics of Canada and its Director Andre Cricsianu and through its Indian Agent M/S Kirloskar Tech Private Limited, New Delhi.
Shahid Hussain and Andre Cricsianu failed to appear before the Court today. The Court further issued summons to the accused who failed to appear.
The charge sheet was submitted under 173 CrPC before the Special Judge, Imphal West Court under PC Act 1988 under Section 120-B r/w 420 and under section 13(2) r/w Section 13 (1) (d) of PC Act 1988.
It may be mentioned that the CBI Anti Corruption Bureau, Imphal registered an FIR number RC 5 (A) 2014 Imphal on the basis of information received by CBI from its sources to the effect that in 2006 the Department of Radiotherapy, RIMS received a project grant of Rs 5 crore for Regional Cancer (RCC) Project from the Ministry of Health and Family Welfare, Government of India. Dr L Fimate was the Director of RIMS then.
The charge also mentioned that all the ex-Directors of RIMS and HoD Radiotherapy against whom CBI had filed charge sheet, conspired with some unknown private persons and by abusing their official position made undue favour to the private firm M/S MDS Nordian Canada through its Indian based dealer M/S Kirloskar Theratronic Private Limited and its Regional Manager in purchasing a telecobalt machine flouting all norms for about Rs 2.37 crore. It is said that similar machine with the same specification is available with M/S Panacea Tech Private Limited of Bangalore at the cost of about Rs 1 crore.
Rs 5 crore was sanctioned and released by the Ministry concerned vide letter number F No T 20015/33/2003-R/C dated July 12, 2006 of BW Prasad, Section Officer (CR), Government of India, Ministry of Health and Family Welfare, Cancer Research desk to the Regional Cancer Centre (RCC), RIMS, Imphal under National Cancer Programme.
Altogether, 48 witnesses were listed by the CBI Anti Corruption Bureau in the charge sheet submitted before the Special Judge, Imphal West Court.
