JCILPS to resume stir from today over ILPS implementation in State

IMPHAL, May 3: As declared earlier, the Joint Committee on Inner Line Permit System (JCILPS) will be resuming various forms of democratic agitation from tomorrow in pursuit of its demand for safeguard of indigenous people.

Addressing a press meet at its office here today, JCILPS convenor Kh Ratan announced that a slew of democratic agitations including public curfew from May 5 midnight till 6 pm of May 7 will be clamped to pressurize the government to implement Inner Line Permit System (ILPS) in the State.

He said the resumption of agitations is per the peoples’ convention on ILPS held yesterday at the hall of Manipur Dramatic Union (MDU) wherein many intellectuals, members of civil organisations, women’s and students’ leaders participated.

The convener demanded all political parties to clarify within five days on why they prefer to remain silent on the introduction of the three bills passed in the State Assembly despite passing the bills seven months back.

He also reiterated the political parties to stick to their assurance given to the public on not to give support to the non-locals in the coming Imphal Municipal Corporation election.

The committee has been compelled to launch agitations as the government has utterly failed to materialize the assurance given to the former on August 25, 2015, he said.

Further demanding the government to constitute Manipur State Population Commission to assess the problems and issues of demographic imbalance owing to the incessant influx of migrants in the State, he asked the government to come up with a while paper on the population influx within one year.

He also urged the State government to constitute Manipur State Land Reforms Commission to undertake a review of the situation arising out of complexities related to land, resources and population imbalance.

He advised the government to take up effective measures on land use policies and ameliorate inter-community tensions and enhance the respect of democracy and diversity in the State.

The State Government should implement the relevant clauses included in the agreement inked between AMSU and AMSCOC with the Government on July 22, 1980 and August 5, 1980 which were also reaffirmed by the then government on November 9, 1994 on the issues of foreigners and mentioned in the agreement under the Foreigners Act 1946, he added.
