IMPHAL, Jun 9: Manipur Legislative Assembly Speaker Yumnam Khemchand has stated that a departmental enquiry would be instituted with regard to appointment of over 200 employees against different posts in the Assembly Secretariat.

Speaking to media persons at his office chamber today, Y Khemchand stated that there had been reports about appointment of a large number of people in the Assembly Secretariat just ahead of the last Assembly election. Two three-member enquiry committees have been constituted to investigate these appointments.

The first committee comprising of Additional Secretary K Meghajit (chairman), Joint Director Raju Yanglem (member) and Joint Director S Chourjit (member) would investigate appointments made in November- December last year.

The second committee is headed by Legislative Affairs Secretary M Ramani as chairman and its two members are Director Y Samarendra and Joint Secretary G Tapankumar.

They would investigate appointments made in the months of February and March this year.
Appointments were made against 181 sanctioned posts and 37 back-log posts for Scheduled Tribe between August last year and March this year. The enquiry committees would investigate how and under what circumstances the appointments were made, Khemchand stated.

If any lapses or anomalies are detected after the investigation, the culprits would be penalised as per the norms of the Assembly Secretariat, he added.

Meanwhile, another enquiry committee has started investigating the appointment of an individual against OBC quota, informed the Speaker adding that the expired father of the appointee was an MLA and her husband is a sitting MLA.

The Assembly Secretariat has written to the Imphal East DC seeking clarification whether such an individual is eligible to be listed in OBC category and the OBC certificate she furnished was counterfeit or genuine, Khemchand added.
