Voter seeks Surchandra’s disqualification

IMPHAL, Nov 24: An elector from Kakching AC has petitioned Speaker of the Manipur Legislative Assembly to initiate disqualification proceedings against Y Surchandra, MLA of 37-Kakching AC and disqualify him from being a Member of the Manipur Legislative Assembly in accordance with law.

In a petition to the Manipur Legislative Assembly Speaker, the elector from Kakching AC namely, Moirangthem Chandrasekhar Singh urged the Speaker to initiate disqualification proceeding against the MLA of 37-Kakching AC under para 2 (1) (a) of the 10th Schedule read with Article 191 (2) of the Constitution of India and also relevant provisions of Manipur Legislative Assembly (Disqualification on ground of Defection) Rules, 1986.

M Chandrasekhar said that Yengkhom Surchandra Singh contested the 11th Manipur Legislative Assembly election held in March 2017 as Indian National Congress (INC) candidate and was declared elected as a Member of the 11th Manipur Legislative Assembly on March 11, 2017.

Y Surchandra took oath/affirmation as per the conduct of business embodied under Article 188 of the Constitution of India as an elected Member of INC, he pointed out. After taking the oath of being a Member of the Assembly, Surchandra remained as a Member of the INC.

But all of a sudden on April 28, 2017, Y Surchandra along with three other MLAs of the INC voluntarily gave up their membership from the INC and joined the ruling Bharatiya Janata Party (BJP), he said while also citing different reports in National dailies.

After joining the BJP, Surchandra took part in the executive committee meeting of BJP Kakching district on Nov 2, 2017 at Community Hall, Kakching Garden, Kakching. He also participated in the Mandal executive committee meeting of BJP, Kakching Mandal on Nov 5, 2017 at the office of BJP Kakching, he said.

Chandrasekhar further contended that Surchandra, intentionally, deliberately and regardless of the consequences of disqualification, has voluntarily abandoned his earlier political party (INC) to which he was affiliated and won the general election on INC ticket. Surchandra no more enjoys the mandate of the people who supported him on the basis of election manifesto of INC. As such, Chandrasekhar urged the Speaker to take appropriate disqualification proceedings against Y Surchandra for safeguarding the 10th Schedule of the Constitution of India.
