Unplanned building, encroaching and dumping along the Nambul must be stopped: CM

CM speaking at the inaugural of MPCB

IMPHAL | Feb 1 : Cops in a civil dress will be deployed in the nearby areas of Nambul River to keep vigil the people who lack civic sense and pollute this perennial river by disposing the domestic waste in a carefree manner said chief minister N. Biren Singh in the inaugural function of the newly constructed Manipur Pollution Control Board (MPCB) Building today.

Delivering as chief guest of the function, he said the condition of Nambul River has become miserable. The identity of those who found throwing litters into the Nambul River would be revealed through media as a punishment. This may help in making the Nambul River cleansing project, which was started from last 2004, part and partially success, he added.

He also announced that shop owners who turn the windows of their shop at the side of Nambul River will also be ordered to close down the window immediately in a few days.

With the changing scenario of the environment in a worse condition, he expressed his desire of upgrading MPCB into directorate level. “In this modern world the role of pollution control board is increasing. It is the right time to discuss with all the concerned people on converting this board into department”, said the chief minister.

Considering the construction of Manipur State Rural Road Development Agency building at the entrance gate of MPCB as inappropriate he ordered the authority concerned to make certain changes in plan of construction.

He further described the unsatisfying construction work which are undergoing in many places and said most of the construction work are contract oriented that ultimately leads to lack of vision, proper planning and quality control.

Once people started building the concept of “We” and think twice before doing anything Manipur will be at the top in development, he suggested.

In a bid to check the raising pollution level, he again suggested to ban bad condition vehicles which are older than 15 years. To keep any form of diseases at bay environment must be neat and clean. And it our sole responsibility to make surrounding clean, he maintained.

In his guest of honour speech, chairman of MPCB L. Radhakishore Singh said the previous building of MPCB was in bad shape hence staffs were reluctant to attend office.

He said amid raising problem of pollution MPCB could not meet the demand of people due to lack of proper infrastructure and laboratory but from now onwards the board has confident of serving the people.

In accordance to announcement made by Prime Minister Narendra Modi on Republic Day of keeping environment as the prime agenda of the nation, he said that MPCB has sent letters to all the municipality offices, district commissioners about the steps they have to take up under water and air prevention act.

He suggested of creating mass awareness especially among the youth by conducting awareness programme in 4,000 schools and 100 colleges.

President of today’s function minister of MAHUD Th. Shyamkumar suggested not to allow registration in the transport department who do not have a garage. The newly building today inaugurated comprises of administrative block and laboratory block.
