Imphal, Sep 11: The newly formed JAC against the killing of Konthoujam Prafullo Singh, Upa-Pradhan of Konthoujam village has submitted a memorandum to the chief minister today demanding payment of adequate ex-gratia and provision for white collar jobs to the next of kin of the deceased along with constitution of a judicial enquiry to probe the facts and circumstances leading to the death of Prafullo.
The official memorandum which was submitted to the chief minister O Ibobi Singh this morning by the JAC, recalled that Konthoujam Prafullo Singh of Konthoujam Mamang Leikai, an Upa-Pradhan of Konthoujam was nominated to take part in the third consultative workshop for the North Eastern Region on August 18, at NIRD, Regional Centre, Guwahati.
The memorandum further mentioned that he was among the eight-member team from the state led by the Chief Engineer of PHED to attended the workshop at Guwahati under the Ministry of Rural Development, Government of India. It was learnt form the statement made by the team members that, late Prafullo Singh took supper with other members at the dining hall on August 18 somewhere in Guwahati.
He was later hospitalized at the Agile Hospital as he had serious head injury and was unconscious. With no reason, the patient was brought back at the lodge before proper treatment and without formal discharge certificate from the hospital.
The JAC memorandum to the chief minister further mentioned that the team members did not disclose to the family members in time about the matter, but only on the next day i.e. on August 19 at about 6.30 am. The family was informed that Prafullo did not wake up. When the family members phoned them anxiously, it was confirmed that he was hurt at the head and requested them to hospitalize him at the GNRC, Guwahati. They further told the family that late Praffulo was hurt at the wash basin.
Further, K Chandrashekhar, who was among the team told the family that he took Prafullo back from the dining hall after he unluckily fell down. Another team member, Ph Dinesh, Pradhan, told the family that he heard a sound and found that K Praffulo had fallen down from the chair to the floor of the dining hall. The JAC claimed that the statement from the hospital was quite contrary to those of the team members.
The JAC memorandum also further mentioned that five members returned home to Imphal on August 19, and the remaining two members of the team carried the patient to the GMC and then the GNRC Guwahati. When the younger brother of the deceased reached the GNRC, the patient was very serious and about to die. Blood was spread throughout the brain, and the patient expired on August 21 afternoon.
The JAC in their memorandum drew the attention of the chief minister to the facts and circumstances and asked him to consider and look into the matter at an early date on humanitarian grounds.
