Government grants misused: AMSU

IMPHAL, June 20: The All Manipur Students Union (AMSU) has alleged that headmasters and headmistresses of the schools under Imphal East District are misusing the Government grants provided for the development of the schools. 

A release of AMSU said that a team of AMSU Imphal East District Committee led by its president Singamayum Shahjahan Shah conducted an educational survey at the schools under Imphal East District.

During the survey they have found out that the government’s grants (teacher grant, maintenance grant, school grant, mid-day meal grants and mid-day meal) provided for the development of the schools were misused by the schools’ headmaster or headmistress.

The release said, AK Junior High School (aided) has only four teachers but the ZEO office provided teacher maintenance grant for 10 teachers. Top Mayai Primary School has only two teachers but the ZEO office provided teacher maintenance grant for 6 teachers.

According to “Manipur Education Code” it has been clearly stated that Headmaster/Headmistress cannot hold the post of a secretary of School Management Committee (SMC). But still they are appointed as the secretary of SMC.

The ZEO and some corrupted teachers are doing whatever they wish bending all rules and regulations, it further said.         

On the other hand, during the survey they have also found out that in some schools there are no students but the teachers told that the students were absent for the day.

The schools are Keirao Makting Awang Leikai Primary Madrassa, Kiyamgei Primary Madrassa, Keirao Primary Madrassa, Pangong Makhong LP School, Khergao Junior High School, Gurupat Primary School, Noor Ali Primary Madrassa, Top Makha Primary School, Kshetri Muslim Primary Madrassa, Kairang Khunjil Primary Madrassa, Abusidik Junior High School, AK Junior High School, Popular High School, Top Mayai Leikai Primary School, Khumidok Heikhrumakhong Primary School, Khumidok Gandhi Memorial Primary School, Khumidok Arapti Khabi Primary School, Khabeisoi Primary Madrassa, khundarkpham Chinkhu High School, Konsam Thongam Popular Primary School.

There are also other schools which have more teachers then the number of students, it added.

The ASMU has appealed the concerned authority to take action against the corrupt Head Master/ Head Mistress, who allegedly have registered many students for the record only, actually when there are no students studying at the school. 

Further, AMSU has appealed the Education Minister to bring his attention into the matter and urged the education department to take serious note regarding this matter.
