NHRM technical staff demands regularization

IMPHAL, March 3: The All Manipur NRHM Technical Support Staffs Union (AMNTSSU) has demanded for regularisation of medical personnel who are employed on contract basis in the implementation of various health care schemes in the state under the UPA Government’s flagship program, the  National Rural Health Mission (NRHM).

Speaking to media persons at Manipur Press Club today Salam Pari Luwang, general secretary AMNTSSU said the union is not satisfied with the recent Cabinet decision to recruit 21 Staff Nurse/GNM and 220 ANM. The government should also recruit the supporting staff.

The ANM and GNM employed on contract basis in NRHM should be absorbed and its technical and non technical staffs should be absorbed from time to time and other NRHM contract employees should also be absorbed, he added.

He then said a memorandum regarding the matter will be submitted to the Chief Minister, Minister Health and Family Welfare, Principal Secretary Health and Family Welfare, and Governor tomorrow. If the government do not give a positive response then the issue will be appealed to court, Salam Pari Luwang.

The memorandum states that on May 5, 2011 Chief Minister O Ibobi Singh had asserted that the SPF Government was seriously considering regularisation of medical personnel who are employed on contract basis in the implementation of various health care schemes in the state under the UPA Government’s flagship program, NRHM.

On February 23, 2013 the state cabinet approved the recruitment of 21 Staff Nurse/GNM and 220 ANM to fill up the vacancies in district Hospitals, Primary Health Centres and Primary Health Sub-Centres to sort out the imbalance between doctors and nursing staffs in interior areas.

The decision made by the cabinet is unfortunate and heart breaking that in spite of commitment of Chief Minister and Health Minister to regularise NRHM employee, no such orders have been issued in this regard by the Government, it added.

The memorandum then said that the 12th 5 year plan which is under perusal with the Planning Commission clearly state that the NRHM employees deserve to be regularised and should get fair transfer policy, promotion and better pay, but none of these happened in Manipur.
