HSLC exam from March 1, HSE from February 22

IMPHAL, February 17: All measure have been put in place to ensure smooth, free and fair conduct of this year’s High School leaving Certificate Examination and the Higher Secondary Examination in both the hills and the valley districts, State Education minister Moirangthem Okendro announced during a press conference today.

The conference was held at the SSA office conference hall, Babupara.

The Board of Secondary Education Manipur conducted High School Leaving Certificate Examination, 2016 will commenced on March 1 and continue till March 19, while the Council of Higher Secondary Education conducted Higher Secondary Examination will commenced on February 22 and continue till March 21.

Altogether 36703 students will seat in 21 board centres located in Imphal and 68 private centers located in different districts of the State for the HSLC examination, while altogether 27238 students of three streams will appear in the Higher Secondary Examination this year.

Okendro said the State needs support and cooperation from the social organisations and the people in its effort to bring quality education in the State.

He urged the parents, guardians and friends from assisting the candidates in the practice of unfair means during the examinations.

He further urged all concerned against inciting violence inside or near the exam centres.

The minister said other than the initiative of the Team Education to bring a change in the education sector, the department is also taking up various other initiatives to improve the sector.

Although the desired level is yet to be met, we can all see that the sector has improved a lot, the minister observed.

The department is trying to produce quality students by recruiting well qualified teachers, which has compelled the authorities to introduce various norms in the selection of the teachers, he said.

He further urged the teachers in the State to perform their duties properly to produce qualified students and bring the desired change in the education sector.

The department has taken up several programmes like training the teachers to streamline their teaching methods, he said.

He continued that the department has also set a 10 year policy for rationalisation of lecturers.

He continued students should not get involved in the transfer and posting of teachers and not blame the department for any transfer or posting as the department is only following the policies for the up-liftment of the sector.

Hopefully we will be able to see a big change in education sector in the coming years, although it will take some time, he said.

BOSEM chairman H Dileep said that the number of examination flying squad team for the board exam has been increased to 45 with each team comprising of four members.

The Director of Education (S) has furnished a list of 172 teachers of government schools to be appointed as flying squad members. 74 Micro observers provided with cameras will be used to record the conduct of the examinations at 68 private centers and eight sub-centers, he said.

He said that the DCs of all the districts have been requested to supervise the conduct of the examination and to promulgate the Section 144 Cr PC around the examination centres.

He said the concerned authorities will be urged to deploy adequate police personnel in the exam centres.

Chairman of the Council, C Arthur said that for the monitoring purpose CCTVs have been installed in 18 centers on pilot basis, if this step works successfully, CCTvs will be installed widely.

The step has been initiated to allow possible conference between the PS officer in-charge and members of the department.

ID cards will be issued for student bodies by both the BOSEM and COHSEM in the valley areas and by the concerned DCs in the hill areas, he stated.

He added unauthorised bodies should not conduct checking twice.

Deputation of flying squad team will continue at the government schools and colleges and video camera will be installed as done in the last examination, he mentioned.
