‘If MPCS eligibility criteria is not changed, no room will be left for locals in state administration’

IMPHAL, February 14: If the MPCS examination candidate criteria are not changed, a serious issue will arise in the state as its top jobs will become liable to be transferred to non residents progressively every generation, said Dr I Ibohalbi, MLA, Kumbi.

Reacting to the Manipur Public Service Commission norms on candidature eligibility criteria which is left open to all Indian citizens, he said that it will become a serious threat to the local job market and local candidates may lose their hold on top administrative jobs.

He further said that amidst the burning issue of ILP implementation, another big silent game is being played by puppet administrators. He charged that the state government is abandoning healthy and sound administrative practices.

It may be recalled, according to records, more than 12,000 candidates from outside the state has already submitted applications for the MPSC examination after the MPSC notified the selection examination last December online.

Ibohalbi said there is still time for the incumbent government to make rectifications and ensure that criteria are introduced to ensure Manipur domiciles are favoured for these jobs.

Ibohalbi also expressed fear that if nothing is done, in a few years there would be compete takeover of MPSC recruited administrative posts by candidate who are not Manipur domiciles.

MLA further pointed out that the Mizoram Public Service Commission (MPSC) has its own eligibility criteria whereby it is mandatory for candidates to have “working knowledge of Mizo language”. Similarly, Nagaland Public Service Commission (NPSC) has criteria which lays down that 80 percent of the vacancies in the state would be reserved for state candidates belonging to any Naga Tribe, Kuki, Garo, Mikir, Kachari and indigenous inhabitant of the State of Nagaland.”

He also said Orissa, Gujarat, Sikkim have their own criteria to protects their job markets for their state candidates, and it is only in Manipur where its most important jobs have been thrown open to one and all, regardless of domicile.

The MLA earnestly urged the state government to take corrective measures to ensure MPSC recruitment norms weigh in for local candidates instead of the current invitation which says “any citizen of India can apply for it”.
