House failed to discuss Herojit’s clarification due to legal complexity: MLA Ibomcha

IMPHAL, March 3: Keisamthong MLA, L Ibomcha Singh, taking the opportunity of the zero hour clarified that the failure to discuss the matter of Herojit’s confession, on July 23 firing incident, on the floor of the House was due to legal complexity.

Ibomcha was reacting to the recent news reports questioning the role of being MLAs by some NGOs.

The NGOs alleged that the legislators are more focussed on their contract works rather than raising issues that is of great concerned of the State.

Ibomcha stated that the reason behind the failure to put up Herojit’s matter was for the fact that a trial is underway.

Discussing the issue at the present juncture could be sub-judice he said.

In the meantime, MLA Joykishan also drew the attention of the Speaker seeking clarification from the Chief Minister who made a mention of a Manipuri proverb ‘Sanongba Higaiwa’ while responding to queries with regards to demand number 8, yesterday.

Joykishan asked the Speaker whether the word used by the Chief Minister was ethical (as per parliamentary proceeding) and whether it was feasible for the member of the House to use the word in the future?

He demanded that if the comment was deemed unethical, to be expunged from the proceedings.

In his reply the Chief Minister said that he used the comment (an ancient Manipur proverb) in a positive manner and had no intention to harm anyone.

Considering the clarification of the Chief Minister that the comment was used in positive words, the Speaker ruled that the comment will not be expunged from the proceedings.
