SMDC Ukhrul petitions HC against erring officials of Education Department

IMPHAL, March 8: The School Management and Development Committee (SMDC), association Ukhrul has filed a petition in the High Court of Manipur against the officials of the Education department of the district for allegedly committing gross violation while implementing SSA-RTE programs in the district.

According to Raingam Muivah, vice president of the association, fund was sanctioned for purchase of required equipment to take up computer education in 10 schools (as per order No 16/1/09-SSA (CAL)Pt dated July 23, 2011) of which sum of Rs 25.74 lakhs (order No. 6/12/13-SSA/SMA dated December 23, 2013 was meant for Out of School Children and Rs 35,40,000 for KGBV-Poi and Residential School Shangshak (as per order No. 3/02/13-SSA/SMA. However, none of the programme was implemented till date, he said.

Further he pointed out that as per SSA guidelines 10 members of the SMDC should be represented by parents/guardian of the students but many SMDCs were formed beyond the prescribed norms, he alleged.

In addition to this, Rs 79,86,320 was fraudulently withdrawn by Wilson Rephung incharge of AI of ZEO and Ringshan Shaiza, DPM,SSA, said Muivah adding that many school buildings were constructed in the jungle far away from the approved GPS mapping sites which ultimately forfeited the ideal objective to ensure easy accessibility for students.

Against this backdrop, Rs 1,51,86,320 already credited to 20 genuine SMDCs bank account were retracted (vide letter No.3/112014-SSA-SMA of ASPD) so as to transfer to the fictitious Adhoc-SMDC vide order No. 5/2/1/07-DE(S)Pt dated October 1, 2015, further pointed out Muivah before adding that “5 Day In-service Teachers’ Training for Primary Teachers’ was given to those teacher who never reported to the school since 2012.

BRPs/CRPs are supposed to monitor SSA programs at their respective sites at least twice or thrice every month. Surprisingly, funds for monitoring, contingency, teacher learning material and maintenance were totally stopped releasing to BRP/CRP from September 2012.

The matter was apprised to the Hrisheekesh Modak, Deputy Commissioner, Ukhrul who had assure that he will punish the culprit immediately provided any single proof of corruption can be produced to him.

Nevertheless, despite the overwhelming evidence of corruption were produced he failed to live up to his assurance and instead protected the corrupted officers, claimed the SMDC vice president.

The seriousness of the matter have been submitted to the Governor Manipur, Chief Secretary and Directorate General of Police, but no positive action was initiated.

Left with no choice, the association approached the Court, he continued.
