MUTSU threatens to sue MU authority

front_3___MUSADAR HILLS, Aug 5 : Amidst the tussle over the reservation policy in Manipur University, the university authority is reportedly recruiting Group C post tomorrow allegedly without following the reservation policy.
Irked with the Manipur University authority’s alleged mischievous intention of the reported interview for Group C posts without prior notification, the Manipur University Tribal Students’ Union (MUTSU), has asked authority concerned to declare the proposed recruitment null and void.
It also wondered how the MU authority could consider the reported interview without prior notification and without following the reservation policy at such a critical juncture.
Even the admission process in the univerisy has been put on hold over the reservation question, said the student body.
MUTSU said that in compliance with the directive of the Government vide (Dept of Secondary and Higher Education) Order No. F.No.6-30/2005 U-5 dated 6 December 2005, guidelines for reservation for SC/ST in educational institutions were prepared by the UGC which was subsequently approved by the Commission and thereafter the same were issued or sent for strict implementation in universities, deemed universities, colleges and other grant-in- aid institutions and centres vide letter No. F.1-5/2006 (SCT) dated 25.8.2006.
It further said that as per the order, the university is required to adopt the reservation policy for SC/ST in toto and display the reservation roster which is to be prepared cadre-wise not department wise and updated at regular intervals on the website while adding that the Joint Secretary of UGC, KP Singh on June 3, 2016 under vide letter No. F.No.59-6/2012 (CU) directed all Central Universities to strictly implement the reservation policy in admission and recruitment.
The MU tribal student apex body also pointed out that as per instruction issued by DoPT Order No.36011/6/2010-Estt (Res.) dated 25th June, 2010 with regard to the appointments of non-teaching staff, university has to follow quantum of reservation in Group-C and erstwhile Group-D posts.
As per No. A36011/1/2013-Estt (Res) GoI Ministry of Personnel Public Grievances and Pensions DoPT dated 23rd January 2014 and Brochure on Reservation for SC, ST & OBCs in service 2014, reservation in respect of Manipur is SC-3%, ST-34% and OBC-13%, it noted. While strongly condemning the alleged wilful act of the MU authority, MUTSU said that despite all such strict directives from the GoI/UGC, MU authority is recruiting employees against the existing norms and has been depriving the tribal populace in particular. Urging the MU authority not to go ahead with the planned interview for Group-C posts, MUTSU warned that it will sue the MU authority for deliberate violations of the Constitutional rights of the people if it [MU Authority] goes ahead with the alleged planned interview.
MUTSU also appealed to the aspiring candidates to refrain from taking part in the recruitment process, saying that it will ultimately be nullified as the incumbent VC is acting against the law of the land.
