After the imposition of the Armed Forces Special Powers Act, 1958 (AFSPA), it has been witnessed that a series of extrajudicial killings had taken place in the state in the name of counter insurgency operations by the security forces unhindered since 1930. It is also true that none of the extrajudicial cases have been property investigated and no necessary steps have been taken up seriously in this direction by any of the consequent governments till today. For the last so many years, the families of the victims are still not receiving any justice and necessary government help, as a matter of fact they are simply left alone with despair and state of helplessness Almost, all the 1528 extrajudicial cases of Manipur are still pending in the Supreme Court of India for trial. All this facts and figure clearly shows that the issue of fake encounter cases in the state is proven and can be easily concluded the fundamental right specially Right to Life as enshrined m the Constitution ot India under Art 21 has been grossly violated by the security forces.
Taking into considerations of the above matter with my fullest sincerity and seriousness, I, as a President of the………………………………….. and on behalf of my party, do hereby submit with full responsibility and commitment that our party will uphold in letter and spirit to the followings submissions:
i. That our party will take all necessary and possible steps to bring justice to all the extrajudicial killing that have taken place in the state
ii. That, our party will not support or favour or protect anyone who have indulged or involved (from the bottom to the top) in any matter connected with extrajudicial killings in the state.
iii. That, it will be our prime and foremost duty to facilitate an necessary help within our disposal whether in the Govt or not for smooth accomplishment of as all legal proceedings pending in the different law courts of the country.
iv. That, our party will work relentlessly for complete withdrawal of the Armed Forces Special Powers Act. 1958 (AFSPA) from Manipur.
