He made the declaration during a reception function held in his honour at Kodompokpi Maning Leikai, Bishnupur district today.
Speaking on the occasion, Dr Manaoton informed that leaders of All India Trinamool Congress (AITC) have approved the project and for this he has been asked to submit an official report on the project.
He said that he had proposed the project after being inspired by the measures taken up by AITC chief Mamta Banerjee who is also the Chief Minister of West Bengal to provide free education to students of Class I up to graduation level.
He maintained that he had assured to provide an institution from his side during election campaign for the 11th State Assembly election but the same could not be materialised as he got defeated in the election.
Manaoton said that AITC leaders reposed faith in him and he has been asked to come up with developmental measures to bring in more development in the North East States including Manipur.
He also informed that a report was sent by AITC vice-president Mukul Roy confirming his appointment as the ad-hoc president of MPTC and formation of State committee, district committees, block committees and cells of the party.
Pledging to strengthen MPTC which was once regarded as one of the strongest political parties in the State, Manaoton elaborated that the party will welcome fair criticism and suggestions from academicians.
He assured that the party will try to implement the work programmes mentioned in its election manifesto for the 11th State Assembly election.
He added that candidates supported by the party will be fielded in the ensuing Zilla Parishad and Panchayat elections.
