O Joy holds govt responsible

IMPHAL, July 9: Police killing an agitator while a State Assembly or the Parliament is in session is very rare, observed veteran politician Okram Joy referring to yesterday`™s death of a student in police firing.

He said the Assembly or the Parliament is in session to discuss issues of the people of the land.

Now, who is to be held responsible for the killing of the student when the State Assembly is underway, he asked.

He continued why the State Assembly had failed to discussed the ILPS issue before yesterday`™s incident and why the government failed to give a suo-moto statement on the issue till date.

The State government has given its statement only after the death of the student, Joy said.

The government has been neglecting the people`™s agitation which hurt the public sentiment, he continued.

Now this resulted in a mass public agitation leading to the death of the student, he said.

If the government had given a suo-moto statement on the issue earlier or atleast one of the MLAs raised the issue during the Assembly session, the Robinhood would have been still living, Joy continued.

Yesterday there were many businesses during the Assembly session, various issues were discussed, but not a single discussion on ILPS, which is unfortunate, he declared.

He further strongly condemned the incident of police action resulting in the death of the student and injuring more than 40 students.

The day will remain etched in the history of the land, he observed.

It is also very unfortunate that even the district magistrates had allowed police personnel to fire tear gas shells, rubber bullets, mock bombs, water cannon and lathi-charge against the students, he continued.

It is also really shocking that the police personnel had shot the tear gas shell directly to the students who were taking out the rally, he lamented.

The ex-MLA also said that the police should be aware that any firing be it tear gas shell or rubber bullets should be fired at a 33 degree above the public.

There is still no report of at what angle the tear gas shell hit Robinhood, but it clear from primary investigation of medical report that he was killed by a tear gas shell, he continued.

O Joy also observed that the incident occurred due to the arrogant nature of the police who behave like beast against the public.

The personnel involved should be given befitting punishment according to the land of the law, he said.

He further blamed the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 for all these violence.
