PIL to revamp FSL Pangei HC issues show cause notice to Union of India, State Govt

IMPHAL, Jun 7 : A division bench of High Court of Manipur today issued a show cause notice to the Union of India and four others with regard to the PIL filed in the Court to revamp Forensic Science Laboratory, Pangei with modern scientific equipment to enhance justice delivery system in the State.

The PIL was filed by RK Joysana of Moirangkhom Sougaijam Leirak through his counsel M Hemchandra against the Union of India, Ministry of Home Affairs through Secretary (Home), Government of India and four others including State of Manipur through Chief Secretary, Additional Chief Secretary/Principal Secretary (Home), DGP and Director of Forensic Science Laboratory, Pangei as official respondents.

The petition was heard before a division bench of the Court comprising of Justice N Kotiswar and Justice Kh Nobin.

Union of India, Ministry of Home Affairs through Secretary (Home) was represented by Government advocate S Samarjeet while the four respondents of the State were represented by Advocate General N Kumarjit in today’s Court proceeding.

The petition prayed for directing all the respondents to discharge their bounden duties to revamp and strengthen the laboratory with modern scientific equipment to enhance the justice delivery system.

Issuing a show cause notice, the Court asked the respondents as to why an appropriate order shall not be passed to establish a DNA profiling unit with latest equipment and qualified experts.

The Court also directed respondent number 1 (Union of India) to provide adequate fund under the Police Modernisation Plan for 2017-18.
The Court has set July 26 for hearing the petition.
